Additional Context from Steve: I may have found part of the issue thanks to Chris Saddler. The file that failed was exported from Solidworks, and although it is valid DWG (we passed / verified it), Autodesk may not like it because it was exported from a competitor product and therefore APS won't process it.  That said, many clients have DWGs exported from Solidworks, so we may need a workaround for these ones, if that ends up being the issue.
