Public Access Links generated by admin are not visible to editors or viewers in Folder Details view

Steps to reproduce:

1. Log in as an admin user and open a folder that contains assets

2. Generate Public Access Links for one or more assets

3. Reload the page and confirm that the links are still present

4. Log in by editor or viewer

5. Try to copy a public access link

Expected result:

Links generated by the admin are saved and accessible (i.e., can be copied) by editor or viewer users.

Actual result: Public Access Links do not persist — they are not visible or accessible to editors or viewers

Note: This issue only occurs in the Folder Details view
